Delaware Nation Above Ground Storm Shelter and Generator Program
This program is funded by the BIA Branch of Tribal Climate Resilience (TCR) grant. The program will be offered through June 15, 2026 or until funds are exhausted, whichever occurs first. Applications can be submitted to: stormshelter@delawarenation-nsn.gov
Guidelines and Eligibility Requirements
1. Must submit a completed application with ALL require supporting documents. Incomplete applications will not be processed. Rental Units/Houses are not eligible for assistance.
2. Applicants must be enrolled Delaware Nation tribal citizens residing with the State of Oklahoma and the home for which the assistance is being requested must be the primary residence of the applicant. Applicant must provide a copy of their Delaware Nation Enrollment card or letter.
3. Must show proof of homeownership such as a deed/title that has the primary applicant listed as the owner, along with both the most recent property tax statement for the property and the most recent home mortgage statement for the property, if applicable. Applicant must provide a written quote for storm shelter and/or generator as provided by a licensed vendor.
4. Delaware Nation may accept a title status report from the Bureau of Indian Affairs or court approved probate if the document shows clear proof that the applicant is an owner of the specified property, and they provide the completed Affidavit of Homeownership indicating this is the individual’s primary residence.
5. If only applying for the Severe Weather Survival Kit, only the deed/title or title status report must be provided with this application.
6. Assistance shall be limited to one application per eligible tribal citizen per primary home location.
7. Single family residence, manufactured homes, mobile homes and recreational vehicles (RVs) are eligible if proper documentation is provided to confirm this is the tribal citizen’s primary residence on land they own or provide title status report for.
8. Delaware Nation Housing shall not pay reimbursement costs to any applicant or vendor. This includes any work done prior to application approval.
9. Payment shall only be made to a Delaware Nation approved vendor after applicant has been determined eligible and approved for service. Applicant is responsible for informing vendor that payment will only be made after they have provided the services in full for storm shelter or generator installation.
10. If determined eligible, payment to vendors may be provided in the amount up to the specified limits for storm shelters and generators. Any amounts that exceed the capped amounts shall be the responsibility of the applicant and must be paid in full to the selected vendor before Delaware Nation will disburse funding.
