HIGHER EDUCATION PROGRAM
Description: This program is for enrolled Delaware Nation citizens that are interested in obtaining an undergraduate (Associates or Bachelors) degree from an accredited institution.
Award:

Max award per semester $1,250 (check mailed to the school)

Deadlines:

For the academic school year (fall-spring) — June 1st
Spring Semester — November 1st

Requirements:
  • Must be an enrolled Delaware Nation Citizen
  • Must complete a Higher Education application along with required supportive documentation
  • Must submit a copy of Certificate Degree of Indian Blood (CDIB card)
  • Must submit a letter of intent (this letter must be written by the applicant)
  • Must submit a letter of admission from the college
  • Must submit a copy of class schedule
  • Must submit a college/High School transcript
  • Must submit a copy of student aid report (SAR)
  • Must complete a financial need analysis (this form is in the application packet and it is to be completed by the financial aid office of the college they will attend)

PELL INELIGIBLE INCENTIVE PROGRAM
Description: This program is for higher education students that are not eligible for federal aid such as a pell grant for attending a college/university.
Award:

Max award for students per semester is $2,000 (check mailed to the school)

For the academic school year (fall-spring) — June 1st

Spring Semester — November 1st

  • Must be an enrolled Delaware Nation citizen
  • Must be a full time student (12 credit hours)
  • Must apply for the Delaware Nation Higher Education Program (student is required to apply for this program each semester – fall and spring)

COLLEGE FINANCIAL ASSISTANCE PROGRAM
Description: The program’s main focus is to offer financial support to a student needing transportation costs, books expenses, lab expense, food, or what is deemed necessary for the student to reach their academic goals.

  • Must submit a Higher Education application before CFA application is considered

LENAPE WISE PROGRAM
Description: This program is for students that are enrolled in college part time, summer semester or enrolled as a post graduate student.
Award:

Max award per semester is $1,000 (check is mailed to the school)

ADULT VOCATIONAL PROGRAM
Description: This program is for Delaware enrolled citizens that need short-term training to obtain/enhance job skills or to acquire a General Education Diploma (GED).
Award: Max award is $3,000 per year (check is mailed to the school)
Deadlines:  Application must be submitted 30 days prior to start date
Requirements:
  • Must be an enrolled Delaware Nation citizen
  • Must complete an application and submit all supportive documentation
  • Must submit letter of intent
  • Must submit letter of admission as proof of enrollment

DIRECT EMPLOYMENT
Description: The program provides a small stipend to enrolled Delaware Nation citizens that have gained full time new employment.  The job must be full time position.  This is a one-time only assistance (stipend).
Award: Tribal citizens with dependants will receive $19 per day; tribal citizens without dependants will receive $16 per day. The stipend is for gas and lunches for work until first full paycheck is received. If uniforms and/or special tools are needed for new position this program can assist up to $300 (checks are made to vendor)
Deadlines:  Application and supportive documents must be submitted two (2) weeks prior to first full paycheck

  • Must be an enrolled Delaware Nation citizen

SECONDARY SCHOOL STUDENT INCENTIVE PROGRAM
Description: The Secondary School Student Incentive program is for enrolled Delaware Nation citizens in the 5th-12th grades that meet the program criteria.
Deadlines:

  • June 1st for spring semester
  • August 31st cut-off date for late fall and spring requests for the whole academic school year

TRIBAL ASSISTANCE PROGRAM
Description: The Tribal Assistance Program application period begins October 1st and ends September 30th. This program operates on a first come first serve basis depending on availability of funds. All checks for utilities, glasses, hearing aids and dentures are made to the vendor.
NO REIMBURSEMENTS will be made for purchases made prior to this application.
Award:

Tribal Citizens:

  • Clothing $75
  • Food $75
  • Utilities up to $150 Must attach utility bill.  No minors can apply for utility assistance
  • Glasses $200 for tribal citizens (0-59)

Tribal Citizens (60 and older):

  • Glasses up to $400 every 2 years
  • Major Dental up to $500 every year
  • Dentures up to $3,000 every 5 years
  • Hearing Aids up to $3,000 every 5 years

ASSISTANCE:

The following benefits are for all tribal citizens.

  • Clothing $75
    • Purchases are limited to clothing only. Items that may be purchased include: dresses, shirts, shoes, boots, blouses, pants, shorts, capris, undergarments, school uniforms, jackets, coats, winter gloves, backpacks and belts. Applicants are required to submit receipt for items purchased.
  • Food $75
    • Unapproved grocery purchases include: makeup, jewelry, perfume, hair products, tobacco and alcohol products. Applicants are required to submit receipt for items purchased.
  • Utilities $150
    • Tribal citizen must be 18 years old or older to receive utility assistance and attach a utility bill in the tribal citizen’s name. All cut off notices for utilities will take 7-10 business days before a check will be issued to utility vendor. Delaware Nation is not responsible for late fees or reconnect fees.

HEALTH:

  •  Glasses up to $200 for tribal citizens (0-59)

ELDER HEALTH ASSISTANCE:

All applicants must be 60 years old or older at the time of request. An elder application must be submitted for assistance.

  • Glasses up to $400 every 2 years
  • Major Dental up to $500 every year
  • Dentures up to $3,000 every 5 years
  • Hearing Aids up to $3,000 every 5 years

REQUIREMENTS:

  • All applications must have a bill or invoice if you apply for UTILITIES, DENTURES OR GLASSES. If not your application will be placed on pending status.
  • Minors (under 18) cannot apply for utilities.
  • Our office cannot rush checks for utility cut off notices.

CHILD CARE PROGRAM (CCDF)
Description: Provides day care financial assistance to enrolled Delaware Nation children under the age of 13. This program provides financial support to defray child care expense.
Deadlines:  None
Requirements:
  • Child(ren) must be enrolled, eligible to be enrolled, or whose parent is enrolled with a federally recognized tribe
  • Parent(s) must be working, attending college or vocational training
  • Child(ren) must be ages 0-12
  • Complete a Child Care application with supportive documentation
  • Must provide proof of employment or class schedule of school attending
  • The parent(s) must select the child care provider. The child care provider must be licensed by the state of Oklahoma and be approved or eligible to be approved by Delaware Nation
Responsibilities:
  • The parent(s) is responsible for completing and submitting an annual application to this office
  • Abide by the day and hours as specified in the day care plan for my child(ren)
  • To sign child(ren) attendance record every month
  • To never sign a blank attendance record
  • To make my co-payments on time to the child care provider
  • To make any payments to the care provider for days/hours over the agreed care plan
  • Parent/guardian MUST notify the Delaware Nation Child Care Coordinator of:
    • Change of facility or care provider
    • If child care services are no longer needed
    • Reasons for child not attending day care
    • Change of family income
    • Change in family size
    • Change of address and phone number

LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP)
Description: Delaware Nation Low Income Home Energy Assistance (LIHEAP) grant program assists with home heating or cooling bills and/or energy assistance twice a year. LIHEAP assists with cooling in the summer and heating in the winter. Priority will be given to the elderly (60 and over), handicap, families with young children (5 and under), and homes with high energy burdens (10% or more). Cut off notices will not be accepted. This program operates on a first come first serve basis until funds are exhausted.

Requirements:
  • Head of household or spouse must be an enrolled Delaware Nation citizen
  • Household cannot have received LIHEAP thru DHS or any other funding source that receives LIHEAP
  • Submit a completed LIHEAP application and supportive documentation
  • Provide income verification for all household members over the age of 18
  • Provide a copy of CDIB and social security cards for everyone in the household
  • Provide a copy of current utility bill in applicant’s name

RESPONSIBILITIES

  • All supportive documentation must be submitted with an application to be considered for assistance.
  • Failure to report total household income may result in being disqualified from the program for one year.

INDIAN CHILD WELFARE (ICW)
Description: The program primarily serves enrolled or eligible Delaware Nation citizens that reside within the state of Oklahoma. This program only monitors out of state cases.

Services Provided:
  • Assists to prevent the breakup of Delaware Nation enrolled children and families at risk
  • Assists tribal families to find resources to retain children in the home
  • Monitors state courts in child custody proceedings involving Delaware Nation enrolled children
  • Assist parents to carry out court ordered obligations and treatment plans
  • Provides counseling for foster children in Delaware tribal custody
  • Provides counseling services to abusive and neglectful parents

CHILDREN & FAMILY SERVICES  (CFSP)
Mission: To enhance the quality of life for children, youth and families by utilizing educational tools to improve positive outcomes that is beneficial and effective for human development

  • Protect the rights of Delaware Nation children and families who fall under the purview of the Indian Child Welfare Act (ICWA)
  • To assist families those are involved through Indian Child Welfare and or Department of Human Services

PROMOTING SAFE & STABLE FAMILIES  (PSSF)
Description: To protect and promote the safety, permanence and well-being of children by providing preventive services and treatment services for children in care

  • Provide protective and preventive services, which will assist family members in achieving identified goals and outcomes from their court ordered treatment plans

COMMUNITY SERVICES BLOCK GRANT PROGRAM (CSBG)
Description: This small grant provides one elder activity and one youth activity once a year.
Deadlines:  None
Services Provided:

Elders have a choice of:

  1. Turkeys and blankets on Thanksgiving or
  2. Hams on Christmas or
  3. Fans during the summer.

The CSBG gives these items on a first come first serve basis.

The youth activity is held usually the 1st or 2nd week in August during the American Indian Exposition in Anadarko, Oklahoma.  The American Indian Exposition is a six day event that is held (Monday-Saturday).   The Delaware Nation CSBG program purchases fair bracelets for enrolled Delaware children ages 3-12 years old that attend the American Indian Exposition carnival.  The bracelets are given on a first come first serve basis.

Burial Assistance Program
Description:

Delaware Nation provides burial assistance for enrolled tribal citizens or those minors eligible to be enrolled (and not enrolled in any other tribe) up to $6,500.

  • Prepaid Burial Assistance may be obtained by a tribal citizen who has been given a medical diagnosis of a terminal disease. In this case, a copy of the irrevocable contract burial plan must be provided with application.
Payments Made:
  • A maximum payment of $6,500 is authorized for burial assistance for deceased tribal citizens. (The burial check will be made to the funeral home selected.)
  • $250 is allotted to the family for food for a memorial meal (The next of kin on the application will receive the check.)
Deadlines: Application for burial assistance must be received by tribal office within ninety (90) days of the citizen’s death. (Please submit this application as soon as possible.)
Requirements:
  • Must submit an invoice of funeral home costs
  • Must submit a Death Certificate (Please request one for the tribe when making funeral arrangements)
  • If applicable, must submit a copy of the irrevocable contract burial plan
  • Eligibility must be confirmed by the Enrollment Department

Elder Assistance Program
Description:

The Delaware Nation Tribal Assistance Program (Formerly 10% Program) will be assisting eligible Enrolled Delaware Nation Elders.

  • Major Dental: Extractions; root canals; crowns; and denture repair up to $500 once a year
  • Glasses: Up to $400 every two (2)years
  • Dentures; Bridges; and Partials: Up to $3,000 every five (5) years
  • Hearing Aid: Up to $3,000 every five (5) years

  • 60 years of age or older when application is submitted

  • Invoice from doctor and/or clinic (No Reimbursements will be made)

High School College Graduation Assistance Program
Description: The High School & College Graduation Assistance Program will be available to High School & College Senior’s to help with the following options ONLY:
1. Senior Pictures up to $275
2. Graduation Announcements up to $75
3. Cap & Gown up to $50
4. Test Prep up to $100
Eligibility Requirements:
  • Must be enrolled with the Delaware Nation
  • High School & College Senior must have at least a 2.5 overall GPA
  • High School Seniors must have no more than 5 unexcused absences in one semester
  • APPLICATION DEADLINE: 30-45 days prior to graduation date.
  • Applications will be reviewed for completeness and eligibility.
  • Application approvals will be done in writing by the Delaware Nation Education Office.
  • All checks will be made payable and mailed to the vendor.
Required Documents:
  • Complete application with supportive documents.
  • Copy of CDIB card
  • Invoices MUST be submitted with application.
  • Copy of high school transcript and current report card. Must reflect attendance.
  • Invoices for senior pictures, graduation announcements and cap & gown must be submitted with complete application.
  • A typed essay stating:
    • The name of applicant and what school student attends
    • Age of student
    • List type of extracurricular activities the student is involved in such as:
      • Athletics
      • Culture, Academic and/or Art clubs
      • Volunteer work or Community Service

High School Student College Prep Program
Description:

The Delaware Nation High School Student College Prep Program will assist eligible Delaware Nation citizens currently in high school (9-12 grade). This program will provide an opportunity for high school students with a 3.0 (or above) GPA to get a jump start on the college experience.

The program will cover college prep classes, college training, college summit, or college camp fees.

Award: Maximum award of $1,500.00 per student. All checks will be made to the college or university to cover the expenses for student.
Deadlines: All applications must be submitted at least 60 days prior to the start date of the college classes, college training, college summit, or college camp.

Requirements Documents:

 

If you fail to secure these documents listed below your application will be placed on pending status.

  • Completed H.S. Student College Prep Application.
  • Copy of current report card or high school transcript with GPA
  • Letter of intent written by applicant
  • A 300 word essay written by the student:
    • How old is the applicant and what grade?
    • What type of class, training, summit or camp the applicant will be attending?
    • What are the educational goals of the applicant?
    • How will this help prep for college?
    • Will this help obtain college credits?
  • If applicant is taking college courses while in high school the following will need to be submitted with application:
    • Tuition cost from the college/university for classes the applicant is enrolled.
    • Class Schedule
    • High School transcript
    • All tuition payments will be made to the college/university
Travel Requirements:

If the college classes, college training, college summit, or college camp requires the student to travel out of state then:

  • The parent/guardian must provide an approval letter from the college/university hosting the college classes, college training, college summit, or college camp.
  • Registration or tuition fees for the applicant will be paid to the college/university hosting the college classes, college training, college summit, or college camp. The invoice of registration fees must be submitted with the application.
  • If the applicant is required to travel out of state and flight arrangements are necessary, then it must be specified on the application. DELAWARE NATION CAN ONLY MAKE FLIGHT ARRANGEMENTS FOR THE APPLICANT. Parent/guardians or chaperones must make their own flight arrangements at their own expense.
    • The college classes, college training, college summit, or college camp must be at least 500 miles or more from the applicant’s residence in order to be eligible for flight arrangements.
    • The Delaware Nation Education Office will make the flight and hotel arrangements for the applicant. We cannot pay for parent/guardian or chaperones flight or hotel.
    • All travel arrangements will be sent to the parent/guardian after the Education Office has made all necessary arrangements.
    • The parent/guardian is responsible for their child to have all necessary ID (state or tribal) and necessary documents before travel arrangements are made by the Delaware Nation.

The Delaware Nation WILL NOT be responsible for lost baggage or damages to personal items during the duration of the applicant or parent/guardian travel.

The Delaware Nation WILL NOT provide extra spending money for the applicant. All food and other expenses must be paid by the parent/guardian.

Medical Assistance Program
Description: This program is for enrolled Delaware citizens that need assistance with purchasing durable medical equipment and/or prescriptions that is not covered by Medicare, private insurance or Indian Health Services. This assistance will be available to tribal citizens once a year. This program WILL NOT pay for medical bills.
Deadlines: None
Requirements:
  • Must be an enrolled Delaware Nation citizen
  • Must submit a copy of CDIB card
  • Must submit a copy of prescription from the physician
  • Must submit a statement from the physician, clinic or hospital explaining your injury and/or disability
  • Must submit proof of income
  • Must submit proof of insurance or Medicare

ATTENTION: (Applicants must have denial statements from insurance, Indian Health Services or other medical facility in order to receive services. Denial must state that prescribed medical equipment or prescriptions are not covered by insurance or Indian Health Services.)
